Marxist Administrative Supervision Ideology And Its Revelation To China

"Running the country according to law" and"administration according to law"not only require the state administrative management have laws to go by, the laws must be observed and strictly enforced, and lawbreakers must be prosecuted, but also require more supervision for administrative organizations together with administrative behaviors of their staff. Administrative supervision is an important component of our socialist supervision mechanism. It is one of significant symbols for a modern legal state to have a perfect administrative supervision mechanism which facilitates administration according to law by administrative organizations. This paper puts forward some detailed measures for improving administrative supervision system by combining Marxist administrative supervision ideology with China's present administrative supervision development.The first part discusses the connotation and ideological source of administrative supervision, mainly from the concept of administrative supervision, the necessity of administrative supervision and the ideological source of modern administrative supervision;The second part analyzes the administrative supervision of Marxist ideology from the viewpoint of development, which are summarized into four sections: ideology of People's democratic supervision, ideology of democratic supervision within the Party, ideology of construction of a clean government thought, and administrative supervision system construction. This paper longitudinally analyzes the administrative supervision of Marxist ideology from detailed administrative ideology for better reflection of the continuous enrichment and development of the administrative supervision of Marxist ideology. The third part reviews the development process of China's administrative supervision, analyzes and evaluates China's present supervision pertinently, acknowledges those positive achievements, but also raises some existing problems. The fourth part, taking Marxist administrative supervision theory as guidelines, puts forward some suggestions in aspects of internal supervision of administrative supervision, abstract administrative behavior supervision, public supervision and system construction of administrative supervision so as to enhance the administrative supervision theory, give full play to its role in state management, and achieve administration according to law in China.
