As the extractive industry holds lower technological level and always can bring one country huge wealth,so most of the resource-based countries in the world rely heavily on natural resources. Currently all of the mining communities must think about how to lead to a model of sustainable developmet before they develop strategic planning of thier communities. The modernized concept of sustainable development of community governance has three sections:to protect the environment and keep ecological balance;to keep the economic vitality and diversity;to advocate the community autonomy. All of these principles should be taken seriously and insisted by community government, mining companies and community members over a long period of time. With the time progress, the rapid development of the science and technology and our deeper understanding of the concept of community autonomy, the interaction between environment, culture and governance of the mining community happens more often.Meanwhile, the global natural resources are deficient day by day, mining communities are losing the foundation and the cornerstone of survival and facing serious crisis. In recent years, for various reasons,no matter the mining communities from developed countries or developing countries all get into trouble.Nearly all of the mining communities have terrifying prospect, some of them have serious resources crisis, while the other even more troubled. Now China is in a great bloom in industry, mining communities play an extremely important role in industrial economy. It is important to us to study the mining community governance of other countries and understand their problems and mistakes, because we can take these experience as a warning. If the mining communities in our country have the same problems,we can make full preparation for them.Firstly, this paper chooses some typical mining communities from both from developed countries and developing countries in the world and makes analyse, introduces the different governance patterns and current situations of each of them;then summarizes some problems and mistakes or successful experiences of them;at last, combines with China’s national conditions and makes some suggestions for Chinese mining communities. The layout of this work has a preface,a conclusion, and the following four parts:The first chapter sketches out the theories of community, governance, good governance, mining community, etc.,introduces the development history and research status of these theories;then, introduces some new concepts and words, such as resource curse, dutch disease, etc.;at last introduces the attention to mining community of some international organizations such as the World Bank and the World Wide Fund for Nature. The second chapter chooses some typical mining communities in foreign countries to make comparative study, separately present their geographical location, development history and current status;then makes some comparison of these communities, points out their successes and mistakes, and analyses the reasons of thier success or failure. The third chapter extracts the common problems and successful experiences of foreign mining communities. The fourth chapter is based on the current situation of Chinese mining communities, while combines with the problems and successful experiences of foreign mining communities, makes some suggestions for the good governance of Chinese mining communities. This chapter analyses the governance of mining community in three aspects:mining company, local government and community members, then point out central point of the good governance of mining community is how to deal with the relationship among them.
