Pennsylvania was considered as "a harbinger after the independence ofAmerican...... and a great community in American history ", its social model andpolitical form provided an important experience to the establishment of the politicalmodel of America, and played an "leader" role in later in the United States politicalhistory. The Pennsylvania Constitution of1776, as the representative of the firstconstitution-making wave, set an important historical position and played a historicalrole in the history of American constitutionalism.The Constitution, which was drafting under the leadership of Franklin, was theconfirmation of constitutional practice in the Pennsylvania colony. Penn’s Holy Testoccurred in this colony, Charter of Liberties and Charter for the Province ofPennsylvania that Promulgated by Penn represented the most advanced constitutionalpractice of the colonial period, which laid the foundation in1776, the PennsylvaniaConstitutional theory and practice, which laid the foundation of the PennsylvaniaConstitution of1776’s theory and practice.However, the making of the Pennsylvania Constitution of1776was not smoothly,the process of drafting and adopting also filled with heated debate. Different walks oflife and social status revolves around numbers of basic questions of constitutionalexpress their views, debate continued. This constitutional argument over thinking theconstitutional revolution in the way, Pennsylvania was the rate of the first of the states,which creating a special session of the constitution by a special meeting. This constitution which includes the Declaration of Rights and the Framework ofGovernment is also worthy noting: such as, placing in the Declaration of Rightsbefore Framework of Government as a showing of the importance of the protection ofthe rights and freedoms; reducing the right to vote conditions, expand the basis ofassembly; unicameral parliamentary structure, which emphasizing the importance ofpublic opinion; establishing the principle of the supremacy of constitution; providinga way of amending the constitution and amending procedures;Undoubtedly, these characteristics were a pioneering significance during theFounding Decade in America. With the upsurge of the American Revolution, thisconstitution affected not only the drafting of later state constitutions, but theformulation and approval of the Federal Constitution of the United States as well.Even, the Pennsylvania Constitution of1776had a certain affection to the Frenchpolitical development crossing the Atlantic Ocean.
