The static constitution is a mirror which can reflect the source and the restriction of the government, which can reflect the rules and the insurance of the fundamental rights of citizens, which can reflect the national economy and the social system. That is to say, many problems can reflect from this mirror. While the dynamic constitution shows the manifestation of constitutional government. Constitutional government is in agreement with the state system as the political situation. It is the most rationalistic state system of the modern states and it implies to protect the personality development especially. In another words, the final aim of constitutional government is to ensure the human rights and the freedom by limited government. Then, how to show the dynamic constitutional government better by taking on the appearance of the static constitution law? And how to reflect the static constitution law by the dynamic constitutional government? And how to realize the human rights and the freedom thoroughly in the static state and the dynamic state? And what is the present situation of The Amendment to the Constitution of the People's Republic of China?
