The carriage of goods by sea plays an important role in international economicexchanges throughout the history. Nowadays, ocean shipping carries more than80%of goods in the world. The system of carrier’s liability is the key to figure out therelationship between carriers and merchants what helps us know better of the law ofcarriage of goods by sea.This paper has been divided into five parts. Part1introduces the conception ofthe carrier, his liability and the rules the liability based on. Part2gives details on thecarrier’s basic liability and how they developed into the way we have seen now. Part3is about the situations where the carrier can be free from his duty to compensation.Part4focuses on the procedural requirements relating to carrier’s liability in thecarriage of good by sea. Last but not least, Part5is trying to work out on the reasonswhy the rules changes all the way.The author really hope this paper can find some glimmers of the regular patternand core to explain the development in carrier’s liability rule.
