To contemplate the reason, it maybe missing the monitoring and regulating system over the untrammeled economy. Fora long time, economic liberalism ruled the world. The function of government wasdisrespected, and capital speculation was connived. But, at last, market failurerealized, and collapse of economy came abreast.Recently, European Union adopted the theory of financial transaction tax ofTobin, and tried to figure out a settlement for current impasse. FTT is an indirectintervention means of government to control the market and economy. FTT can blockspeculations and reduce the market volatility. Better late than never, study on the FTTlaw established by EU, it will helpful to set up the supervision mechanism of ourcountry, and to the stability of our financial market.Article One, gives general ideas on the theory of FTT: first, account of thehistory of FTT, defines its concept; second, describes the development and research ofthe theories concerning FTT in the world.Article Two: first, discusses the legal basis of FTT; second, explains the relationbetween FTT and Security Stamp Tax; third, enumerates the SST cases.Article Three, discusses the regulations and problem of FTT in every country:first, narrates the practices in history of FTT by every country; second, discussesappraises and the regulations and problem of FTT in France and Italy; Third, discusses and appraises the regulations and problem of FTT in Brazil and Chile.Article Four, discusses the establishment of FTT regulation in China: first,illuminates the possibility of FTT regulation established in China, and refutes theobjection to FTT; second, appeals SST reform, and describes the mode of FTTregulation establishment in China, extent application of the FTT theory.This thesis studies on the legal basis of FTT, and according to the regulation ofother countries, designs the FTT regulation in China. This thesis employs severalresearch methods, such as: Archival Research Method, Value Analysis Method,Empirical Analysis Method, Logical Analysis Method. The defects of this thesis are:concentrating too much on the legal principles and regulation established, and payingtoo little attention on execution of FTT.
