Charities, conducted by a large number of social members, are a voluntarily social activity that aims to help unfortunate and helpless people for free. Charities play a huge role in the development of a harmonious society.Since the Chinese Economic Reform, The development of charitable enterprise is fast. Since the Sixteenth Congress, the Party clear the task that to actively develop the charities. In recent years, China’s public charities and social contributions activities have shown great enthusiasm and a strong desire. To date, the development to charities in our country is comparatively slow. Owing to the lack of charity law, there appear some problems in the course of charity development, which hinder the peoples’expression of kind heart and prevent the weak social group from getting the timely effective help. This makes the voice of charity legislation even more strongly.China’s current charity legislation has been the legislative process. The legislative program included in the State Council and the Standing Committee of the National People’s Congress. With a goal of completing the system of laws of charities in our country, this Paper will provide some suggestions, hoping to assist the development of charities to progress to a healthy and mature direction.
