And as an effective form, concession has been closely watched.After30years of practice, the advantage of the concession gradually revealed. Firstly, raisedby foreign capital, the social idle funds, etc., injected new momentum for the publicservice, it is helpful to solve the difficulty of insufficient government investment inpublic services. Secondly, send the management right of public services to enterprises,whose purpose is profit maximization, will optimize the public service by improvingthe technology constantly. Thirdly, it is beneficial to Reduce the burden of thegovernment who can put more effort and resources into other fields.And at the sametime, there are some problems, the root of which is contradiction between profitmaximization which is purpose of enterprises and public welfare which is the mostprominent feature of public services.The Biggest challenge of concession is how tostrike a balance between Profitability of the enterprises and public welfare of publicservices.In view of the current situation in our country, it is the most viable option thataviod the risk of concession by perfect the concession laws and improve institutionalenvironment. Such as strengthen government oversight of concession process,establish a comprehensive concession legal system, improve the system of publicdisclosure of information and so on.
