As the development of global economy, the world demand more timbers and related forestproducts, the forest resources has undergone tremendous damage, the countries in the worldpay close attention to the protection of forest resources, so to combat illegal logging become animport job in the forest field. Illegal logging has become a global issue, because illegal loggingis a major cause of deforestation and environmental destruction; it undermines nations’ effortsto manage forest resources in a sustainable way, destroys the livelihood of forest-dwellers andcosts governments large sums with losing revenues. It fosters corruption and is associated withorganised crime and violence. Many countries in the world has adopted corresponding policiesto solve this problem, such as America’s Lacey Act, EU FLEGT and Timber Regulations,Australia’s Illegal Logging Prohibition Act,it shows that the development of economy shouldcoordinated with the environment and society.This paper is based on the related theory, firstly, introducing the background of China-EUcooperation, the goal and meaning of the research, and through the detailed analysis of thetheory and data to show that China has become a large forest trade country in the world, withpotential cooperation with EU, but also facing the challenge of trade protection, then analysisthe driving source and the necessity of combating illegal logging, and focus on the governmentsystem, economic motivation of the illegal logging, meanwhile, it discusses the necessity ofcombating illegal logging from the social and environment view.Because the western countries such as EU and America on illegal logging research startedearlier, related to a relatively perfect system, so the thesis mainly introduces these countriesexperiences in combating illegal logging. America is one of the major trading partners of China,by introducing the America’s Lacey Act to show that there is a large potential between Chinaand America in the cooperation of combating illegal logging,and the international world willpay more attention to the timber legality proof. By introducing the Australia’s Illegal LoggingProhibition Act and the Indonesia’s combating illegal measures to show that we should activelyparticipate in the formulation of international rules, we can’t just passive response to this problem, but should formulate our own illegal timber harvesting act. In the currentcircumstances, China-Europe international cooperation has broad prospects, through detailedanalysis of the background, measures of the FLEGT(Forest Law Enforcement, Governance andTrade) action plan, Timber Regulation and its influence on Chinese forestry enterprises, putforward the existing conditions of China-EU cooperation to deal with illegal logging. EUsystem on combating illegal logging system is more perfect, so China can draw on theexperience of it, and to enact law of our country in forest sector.The paper finally puts forward suggestions for establishing corresponding measures tocombat illegal logging under China-EU framework of international cooperation. ForestCertification as an effective measure to combating illegal logging, has attracted internationalattention, at present, there is two major kinds of forest certification system in the world: FSCand PEFC, by introducing the background and related measures to show its influence oncombating illegal logging. In another aspect, Government has special effect in combatingillegal logging and improving the forest sustainable management, meanwhile, it aslo promotesthe development of forest certification system.Finally, from the above discussing,we can getthe conclusion and list the suggetion on future research.
