Improvement Of The FIFA World Cup Host Country Bidding Mechanism

The FIFA World Cup is an international sporting event which draws muchattention around the world. As its organizers Internationale de Football Association(International Federation of Football Association, its abbreviation is FIFA) whichplays a pivotal role in it. However, such a major event was full of controversy in thehost-country bidding process. In this paper through the researching of this kind ofFIFA selection mechanism and find the existing problems then put forwardsuggestions for improvement, at the last,it give some suggestions to China’s bid tohost the FIFA World Cup.The introduction part of this paper mainly narrates the content and origin of thetitle of this paper, as well as domestic and international academic research for WorldCup selection mechanism, and the overall planning of this paper.In this paper, the second chapter through the comparison between differenttimes of the FIFA World Cup host country bidding process history, then finds thechange of the core institutions in the selection process, and summarizes thecharacteristics of its selection rules change frequently. The change on the coreinstitutions of the selection process also reflects the process of concentration of powerthe FIFA to a certain extent. On the other hand it is precisely because of the toofrequent changes in the selection rules for the World Cup host country bidding processalso makes the selection mechanism lack of competitiveness.The third chapter of this paper, through the introduction of Continental rotationpolicy, analysis for the bidding committee’s bid evaluation report of England andRussia and the two big scandals in the history of FIFA World Cup host countrybidding process, it can clearly come to the conclusion that the problems facing thecurrent selection mechanism, summarized up to three aspects: First, the selectionprocess lack of competitiveness; Second, the selection process decisions made notscience; Third, selection process is not transparent.Followed on three outstanding issues,in the fourth chapter of the articleproposed a four-point suggestions for improvement The first is to improve theselection process of modifying the threshold to maintain a competitive selectionmechanism; Secondly, set up a more scientific evaluation criteria to avoid even theappearance of unscientific decision-making; Finally, two suggestions for improvement for the selection process opaque, one used on the set of the FIFAExecutive Committee members the fairer set limits set unfair, non-transparentprocedures; The other measures is to strengthen internal and external supervisionmechanism to force the selection in the form of transparency. Finally, the authorapproves a suggestion of building a Dispute settlement mechanism to solve thedispute during the Bidding process.
