It strengthens operability of higher law in practice and plays an important role in improving administrative system.But the current supervision mechanism is deficient, some administrative normative documents even exist abuses of indecisive responsibility, inperfect programs, and illegal contents. At the same time, as a kind of abstract administrative behavior, the irregular administrative normative documents violate the mostly specific interests, and even threaten social stability. Therefore, it is of great significance to improve the supervision of administrative normative documents and to make it better serve social and economic development.Filing and inspection procedures occupies an important place in in the whole supervisory mechanism of administrative normative documents, and it’s clearness and refinement strengthens the maneuverability of supervision and the authority of the legislature’s supervision, providing the necessary channels for public participation in supervision. According to the filing and inspection procedures process, it can be mainly fall into three main stages:start, review and correction. The startup procedure mainly includes filing and inspection procedures start, related agencies requesting review start and citizens, legal persons, social organizations suggesting filing and inspection procedures start; filing and inspection procedures process mainly includes the body of the inspection, the inspection standards and methods; Error correction procedures refers to related agencies taking steps to the found problems in supervision.Combined with the existing regulations and the problems existing in the practice, to strengthen the actual effect of supervision to the administrative normative documents for the filing and inspection procedures from the following several aspects:firstly, on the startup procedure to perfect legal laws and regulations, build a reasonable mechanism, improve the activity of inspection procedures, divide body’s responsibility reasonably; secondly, to create more favorable conditionsin the filing and inspection procedures process for public participation in administrative normative documents supervision and clear inspection standards in further; thirdly, to strengthen the responsibility of main body in the error correction procedures, make error correction mechanism go into effect in practice through the improvement of the supervision mechanism.
