Today, the national interests have changed in the world. A number of citizens goabroad for business,travel or for a further study. But, the situation they face in aforeign country is not optimistic, for example, a French journalist attacked in Cairo,nine people assaulted in repeating events, a Chinese family from Fujian was killed inSouth Africa, this is only a part of events happened in2012. The spread of the diseaseand the degradation of environment as non-traditional secure issues have becomethreats to oversaes citizens. How to protect the life right is the main content of humanrights. It’s necessary to protect a country’s oversaes citizens’s right, especially apeople’s right to life. Although the protection about overseas has different in specificprovisions, the mainstream is being stronger.At the same time, there also mulitiplefactors influence on protecting abroad interests. Therefore the protection of overseascitizens in non-traditional securities is quite complicated and to protect life right mayalso face the resistance.The paper reviews the existing international law and international conventions andinternational treaties among countries on human rights combined with the complaxnature of the non-traditional securities. To illustrate the protection of overseascitizens’s life right, the author analyzes three main ways of protections. That isDiplomatic protection, Consular protection and Military protection. And thenrecommends suggestions on Chinese overseas protection.This paper divides into four parts. The first part analyzes the meaning ofnon-traditional security and it’s characteristics of the non-traditional security.Meanwhile, the paper discusses the importance of protection on life right under thenon-traditional securities. The second part mainly analyzes the current internationallaw and treaties provisions on citizens’s life right. Japan America and EuropeanUnion as examples in protecting overseas citizens.The third part is about thetraditional practices of the international protection. In this part the author descridesthe three main protective means. The fourth part recommends some suggestions onChinese protections of overseas citizens in China.
