As the world economy highly developing and the deepening of global economicintegration, all the countries in the world are paying more attention to improve theircompetition law system, especially in the aspect of anti-monopoly law system.Chinese anti-monopoly law was formally legislated in2008, based on the practicalexperience of China and the good point of other countries’ law such as the US orJapan. The law is practical and useful but some provisions, such as the system ofadministrative enforcement department, the division of jurisdiction etc., are notperfect. These deficiencies should be revised or they may seriously hinder thedevelopment of China’s anti-monopoly laws, even the growing of economy.The reason I research Japanese anti-monopoly law system is that there aredifference between Western and Eastern countries, so it might not suitable for Chinato directly transplant the anti-monopoly law system of the Western countries. WhileJapan, as a neighbor of China, which has a similar culture of China, had alsoexperienced the situation which China are going through nowadays. Japaneseanti-monopoly law has several good parts which we could learn from, including theiradministrative enforcement department--the Fair Trade Commission, the surchargeprogram, the amnesty program etc.This paper has four chapters. The first chapter introduces the FTC (Fair TradeCommission), the administrative enforcement department of Japanese anti-monopoly law. The second chapter introduces the surcharge program and the amnesty program.The third chapter introduces the informal methods. The last chapter introduces thecensorship of the concentration of undertakings.
