Study On The Rehabilitation Mechanism Of The Local Government Response To The Natural Disaster

In the history of mankind, there were frequent natural disasters in our country.With the development of economic society and continuously expansion of city sizeand population, natural disasters cause more losses and harms to human society. Thus,our country should pay more attention on the research of emergency management ofnatural disasters and the improvement of emergency ability. As the forefront director,local government is the noticeable link part in the rehabilitation work after naturaldisaster, as a result, it is important to improve the rehabilitative handling mechanismof natural catastrophes and promote good governance of our local government.Firstly, as a problem oriented article, there is a research review of emergencymanagement, the rehabilitation mechanism and practical work at home and abroad,and the discussion is based on the disaster theory and emergency management theory.Analyzing the connotation of natural catastrophe and the characteristics of itssuddenness, unpredictability, and the destructiveness, it expounds the contents andbuilding-principles of the rehabilitative handling mechanism of natural catastrophescombining with the role of front-line commander which is the special role of localgovernment, including government-led, people-oriented principle on settling thevictims, the investigating and evaluating, information releasing, etc. Secondly, itenumerates the specific rehabilitative measures after natural catastrophes by thoselocal governments in developed government、late-model industrialized country anddeveloping country which could be represented by Japan、America、Korean andIndian; and by pointing out the characteristic of their emergency concept, materialspreparation and technology, it summarizes the revelation of the administrative reform,the communication and education, and the establishment of safe community in ourlocal government rehabilitation mechanism. At the same time, this article mainlygrasps present situation in the rehabilitation work of our local government. In spite ofthe obvious effect after accumulation, there are lots of problems as well, especially theincomprehensive evaluation, the subjective reconstruction plan and the out-of-placesocial mobilization. At last, taking the target as a guidance, this article points out thatit must strengthen supervision, perfect the system of accountability and establish themechanism of aftermath feedback and improvement to restore social order; it must improve the follow-up investigation and assessment mechanism and the follow-upfunds supervision mechanism to repair the affected environment; it must enrich andimprove the compensation policy and perfect the social architecture of participationafter disaster to recover economic manufacture; it must focus on the psychologicalaiding work and pay special attention to the recovery of the psychological trauma ofvulnerable groups in society. Innovation of this article is that it takes the localgovernment as the research subject and analyzes the rehabilitative handlingmechanism in the emergency management system under the background of naturalcatastrophes, and it emphasizes the important participant role of the local governmentin the response to disasters emergency.
