| Government emergency management is an important part of public management,has been the essential research in the field of public administration in China.In recent years,various types of unexpected events happen frequently in China,especially the performance of different natural disasters and its harm has brought serious challenges to the function of all levels of government.Natural disasters have seasonal and geographical attributes property,local government at county level should assume management responsibilities for emergency management of natural disasters.Natural disasters especially earthquake disaster occur more and more frequently,Seismological Bureau of Yunnan Province once notice: earthquake of magnitude 8 or more will happen in the province.It will cause major personnel and property losses.It is necessary for local government at the county level to improve the management ability of natural disasters the government.Therefore,responding to sudden natural disasters,not only is a powerful way to establish a good image of the government,is an important guarantee to established Harmonious society and protected people's live and work in peace.It's important practical significance for the research of local county government's natural disasters emergency management.For the further research on the analysis of China's present local government emergency management level of the construction in the disaster,combine to participate in“8·03”Ludian earthquake disaster relief,including emergency preparedness,emergency response,emergency rescue and post-disaster reconstruction and so on,research China's current local government general disaster management situation from a typical case analysis on the perspective of participants and researchers.The work let the study of the timeliness,authenticity,practicality is of high value.Firstly,this paper defines the connotation,nature,main body,and function of natural disaster emergency management of local government at the county level by the method of literature research.Secondly,through consulting the literature and examples,the current situation of disaster emergency management of local government at county level in China is analyzed.Combined with Ludian County Government's problems in the emergency management process and analysis of the “8·03”earthquake to analysis on the problems of local government disaster management in China,including inefficient resource management,emergency planning science is not enough,inter departmental cooperation such as poor.Again,Again,in the empirical research method of secondary literature and the case analysis of the compared for study of county-level local government disaster emergency management of construction is weak link of targeted measures.Based on our country county-level local government public management function and the level of construction is the vector of research.Field investigation and analysis based on the data,integrated all kinds of ideas and results,in view of China's county-level local government emergency management of natural disasters and put forward the following ideas.The first,through the improvement of emergency disaster management regulations and financial resources,material resources,human resources and other resources,to enhance the ability to respond to natural disasters,resource preparation;the second,through the establishment of information management the system of disaster,strengthen the disaster information reporting,improve the information communication network,enhance the natural disaster information management capabilities;the third,through the establishment of disaster evaluation index system,management mechanism to assess the effectiveness of disaster causing factors and disaster evaluation system,improve the event of natural disaster assessment technical ability;the fourth,through the innovation of organization and emergency mechanism,change the idea,to strengthen the participation of natural disasters,improve the ability of cooperation and interaction. |
