At present, China is still in the primary stage of socialism, which decided to anti-corruption alsoreflects the phase characteristics, on one hand, the effectiveness of anti-corruption and problemscoexist, on the other hand, the anti-corruption innovative initiatives and increasing corruption hiddencoexist. Facing the situation of complexity of the anti-corruption, China has promulgated a number oflaws and regulations, however, they are always too difficult to implement. Because of various reasons,Chinese anti-corruption work difficult. In recent years, many domestic scholars have committed to theAnti-Corruption and Anti-Corruption studies, which becomes a hot topic. The theme of this study isthe Independent risk control system, the management of Independent risk control is to learn from thefinancial and insurance industry in the application of more modern concept of management science,the theory of risk management and total quality management theory is introduced to the specificapplication of Government Integrity Management bold innovation in clean government areas, theinitial formation of the new method of preventing corruption and the possibility of a new perspective,in order to solve the problem of corruption.This paper researches and analyses the crisis management of natural disaster in the perspectiveof social capital by the logical sequence of "define the concept--theory analysis—realisticcontrast--reconstruct the strategy".
