On The Enlightenment Of ICAC's System In Hong Kong Anti-corruption And Advocacy Of Clean Government In Mainland China

Since ancient times,corruption is a troubling political problems,prevalent in society and government,in the face of this problem in governments and authorities remained unchanged for a long time,power can only be obtained continuously explore to control corruption regime's stability and development.More than 30 years since reform and opening-up in China,has been basically achieved industrialization,is currently in great strides in the direction of the modernization and informatization,urbanization.With the accelerating modernization and ecstasy,the party and our country face great changes have taken place in the state of the union,at the same time,corruption emerged new characteristics and developing trend,especially in recent years,rapid development in science and technology and social development constantly tend to diversification,corruption,also take the form of more complex and diverse,and worse,spread to the public officials and ordinary people gradually,puts forward new challenges to the construction of anti-corruption in China.But the current anti-corruption construction in our country,because of corruption means figure fold in the new period,facing the new problems emerge in endlessly,the cultivation of clean government is still struggling against corruption in our country,and there are many defects.Hong Kong as a special administrative region of China,which enjoys a reputation of "integrity",it is famous for the name of "clean" and its special anti-corruption agencies-the ICAC are inseparable in the world.Although Hong Kong shall a system of capitalism,but its anti-corruption running mode of the independence of the detachment,"three-pronged" anti-corruption model and the "inside" the supervision and restriction mechanism of popular recognition,is good for our country mainland anti-corruption construction.The purpose of this paper is to comprehensive research on system of Hong Kong commission against corruption,from four aspects: put forward suggestions for anti-corruption in mainland China to build a clean government,improving the mainland anti-corruption anti-corruption system,the establishment of the ICAC with Chinese characteristics;with integrity,work as the goal,set up a complete set of effective supervision mechanism;highlight the education status of prevention and punishment and prevention;urged the public to have broad participation,build the "clean";strive to make recommendations,the mainland's anti-corruption construction in our country.
