A Study On Emergency Rescue System Reliability In Major Sudden Incidents

In the process of China’s modernization, the material wealth and productivity have an exponential-speed growth, but also potential dangerous unsafety reached unprecedented levels, which brings assignable influence to the normal operation of economy and society.Scientifical emergency management is an important way to resolve all kinds of emergency incidents,which needs more attention by all walks of society. The academy circle have researched comprehensively combined the emergency management mechanism with practice,thus improved and deepened theory system.On the basis of literature review, the thesis selected emergency rescue which is an important link in the emergency management as object of research.In major emergency incidents, emergency rescue will be affected by various factors, resulting in problems like disposal delays and inefficiency. The improvement of emergency rescue system reliability is of great significance. Thesis established an emergency rescue system mode on the basis of human reliability, essential elements analysis and system analysis methods such as engineering and then explored the critical paths to improve the reliability of emergency rescue activities.The reliability of emergency rescue system refers to the ability and stability to compete the established goals in emergency rescue,which means that the emergency rescue system should be capable of providing emergency rescue functions in any case. The reliability of emergency rescue system includes human reliability、support system reliability and management mechanism system reliability.The influencing factors of human reliability includes emergency rescue commander,support system, rescue forces, first-order command objects, the affected people,and society in general. Rescue support system mainly influenced by the human resources support, material capital, technology and equipment and information communication security.The reliability influencing factors of the management mechanism system mainly includes power and responsibility distribution, communication and coordination between departments and emergency plans and emergency exercise. The thesis analyzed these factors in the network topology model, defined the relationship between impact factors,and believe that reaction ability of affected people and emergency commander,as well as the management mechanism system are the three crucial factors to improve the reliability of emergency rescue system.Thesis chooses Beijing7.21heavy rain events as a typical case and modified the analysis mode. Emergency rescue system reliability is not unconditional and settled.besides the internal factors, it also changes with the nature, extent and evolution process of major emergency incidents. Because the goal of emergency rescue and degree of disaster and pressure on commander are totally different, thus the reliability of the emergency rescue command will also vary.
