In this paper, based on the legislative language, in-depth study formodal verbs which, in legislation language, as the main body, with the analysis ofmodal verbs describe as the foundation, the main research methods to compare,through analysis of a large number of statistical data, compared with the Taiwanlegislative language, summarizes the differences in the use of modal verbs in thelegislative language, and attempts to explain the difference.This paper is divided into six chapters.The first chapter "Introduction ", introduces the basic situation of the pastresearch of modal verbs, the origin of the thesis, briefly discusses the researchsignificance; introduces the research methods and data sources.The second chapter " modal of verbs ".
