The Legal Status And The Implementation Ways Of Farmer Specialized Cooperatives

Improving the degree of organization of farmers access to markets is the topic which theory and the policy community is concerned about.Domestic and international experience shows that a farmer specialized cooperative is the best form of farmers’ organizations.This paper is based on the character and legal status of farmer specialized cooperative, taking the farmer specialized cooperatives in Anyue County, Sichuan Province for example,to have a study on the legal status and approaches of construction of China’s new rural farmer specialized cooperatives.This paper is divided into three chapters.Chapter One is about the history of cooperatives and farmers’ cooperatives of the basic principles, characteristics.Chapter Two outlines the legal status of farmer specialized cooperatives, mainly from our academic understanding of the legal status of agricultural cooperatives,type and assumed debt system, the history of China’s farmers’ cooperatives and the status of farmer specialized cooperatives in China.Chapter Three Overview of China’s farmer specialized cooperatives to achieve perfect way.At the same time, give some suggestions on the realization of farmers’ cooperatives in Anyue County, Sichuan Province,such as paying close attention to standardized operation, supportting professional development and growth of farmer specialized cooperatives, increasing policy support,optimizing development environment of farmer specialized cooperatives, strengthening the training and guidance, enhancing farmer specialized cooperatives’ development activity,insisting on demonstration and guidance, innovating the development model of farmer specialized cooperatives, increasing farmers’ income and so on.At present, farmer cooperatives in China is still in the early stages of development.To promote the development of farmers’professional cooperative economic organizations, the basic policies and strategies are the government supports, the elite leaders,and farmers participate. Only by this way, can China’s farmer cooperatives develop faster and better in different ways.
