The Study Of The Investigative Command Of The Organized Crime Case

Investigative command refers to, in the investigation process of great criminal cases, to discover, expose, confirm and inhibit a crime effectively, and according to the information and the characteristics of the criminal case, the decision, organization, coordination and management activities in the light of investigative behavior, which is indispensable in the process of investigation of criminal cases, especially the investigation of organized crime. At present our country’s organized crime is more serious than the general crime in the aspects of the scale of criminal organization, organization forms and criminal means, which poses a great threat to the public security and the masses’life. Therefore, investigative command of organized crime is of great importance to solving criminal cases.Investigative command plays a significant role in the process of solving a case, especially an organized crime case. However, members of organized crime have strong anti-investigation ability, strong economic support and complex relationship web and umbrella, which are obstacles to keeping the investigation as a secret, arresting criminals, organizing interrogation, and influence the efficient solution of a case.Combining the characteristics of the case "10.09" and the theory of investigative strategy, this paper analyses difficulties and doubts in the process of solving of a case, summarizes the important points and strategies of investigative command, and establishes a sound command system according to different levels from the inner to the outer:firstly, organizing and commanding a case specifically; secondly, the case command department commands the investigation; thirdly, departments should command the investigation cooperatively, and political and law departments should unify their understanding and cooperate well. By learning the case-solving experience and strengths of different places and departments widely, the author hopes to provide investigative command strategies for fighting against organized crime and inhibit the development of organized crime effectively.
