Today the United States is not only the level of urbanization, and the distinctive urban governance. Rational urban layout, disciplined planning, good environmental protection and convenient living facilities have a profound impact worldwide. However, the United States presented the results in urban governance achievements before the world, of course, is an evolving, the Brownfield management has made a significant contribution to the sustainable development of the city.With the accelerated process of urbanization and industrialization in China, resulting in a series of more serious problems of urban land pollution, erosion, acidification, hardening and idle, and a direct threat to the health and safety of city residents, restricting the sustainable development of cities, combined with urban land increasingly tense, Brownfield governance problem is imminent. Currently, although there have been a the brown land management practice in a small area, but in general, due to the characteristics of lag and concealment, less brown land and endanger. China’s legislative, policy-making, financing system, multi-stakeholder groups to participate in the system, and the emphasis of the problem is far behind the reality of the pace of development, the brown field governance of the city has not yet formed a complete system.Stones from other hills may serve to polish jade, the United States has a long history in Urban governance, especially the rich experience accumulated in the brown field management practices, which provides an important reference for China on improving the Brownfield governance and exploring the explore the city of governance system. And therefore, we selected the United States brown field governance as a research perspective, as to the choice of the specific case, we select a city in New England district-Reading as an empirical study. Expectations sum up much beneficial experience from the Brownfield governance practice of Reading, in order to conduct China’s Brownfield governance. This paper will be divided into five parts.Part I:Introduction. The first part elaborates the research origin and significance of the subject, proposing the research issues. The second part sorts out current study from home and abroad, pointing out the characteristics and flaws of the study. The third part is about three searching content and methodology. The fourth part is about the innovations and flaws of this article.Part II:Theoretical and realistically basis of Brownfield governments. The first part is about relevant concepts. The definition and elaboration of some basic concepts and theories relevant to the article lays a theoretic foundation for the next parts. Second, the Brownfield’s causes, this part of the analysis of the reasons for the formation of brown land in the city, so that readers have a better understanding of the brown land. Third, the theoretical basis for the governance of the brown land, brown land governance theory elucidated. Fourth, the practical value of the brown field governance, this part illustrates the importance of the brown field governance from the three aspects of ecological value, cultural value and use value. Overall, the second part of the brown land management theory analysis laying a theoretical basis for below commencement.Part III:Brownfield governance in American cities Overview. This section explains the background of the brown field governance in American cities, including the three main lines, the transformation of the urban industrial structure, the December Cardiff Canal pollution events outbreak and the "Superfund law" promulgation. The second is to introduce the history of American urban brown field governance, in this analysis of the origin and history of the development of brown field governance. Third, detailed the urban Brownfield governance system, including the participants, legal protection and financial security, expand pave the way for the case analysis below.Part IV:Case Studies-the Brownfield Governance in Reading. These six aspects are the framework of USA’s Brownfield governance revelation for China, which can guide us to explore a proper path for China’s Brownfield governance in future.
