Private Universities in China has experienced three decades of reform and development of higher education in China has gradually become the one to be reckoned with. Private universities in China have gone through a lot of difficulties and setbacks from the original Self courses to today’s independent award of the diploma colleges, schools purses from nothing to become assets of up to hundreds of millions of the colleges. Although private colleges.universities of China’s future development is the main trend of its development momentum in the ascendant. But in China there are still many private colleges restrict deep-seated problems, including the relationship between property rights of private universities that is one of them. Ownership of private colleges and universities have been the focus of public concern and debate, clear property right of private university relations is the core of Chinese reform of civilian run colleges and universities reform. Currently countries have enacted important laws and regulations to regulate the relationship between ownership and private colleges and universities, there are NPC in2003promulgated the "Private Education Promotion Law," the State Council in2004to develop a "Private Education Promotion Law" and other laws and regulations. State and society are taking a variety of policies and measures to encourage the development of private universities.The thesis is divided into six chapters. Chapter Introduction. The second chapter describes the theory of property rights and property rights private colleges. The third chapter describes the United States, Japan private school characteristics and the right of private colleges and universities in China. The fourth chapter describes various private colleges of property status and existing problems. Chapter V mainly for countermeasures. Chapter VI is the conclusion and outlook. Through the above analysis of six chapters, the author wants to make some private colleges and universities to promote the rational and orderly development of recommendations for the relevant departments to formulate relevant policies to provide a reference.
