Philanthropy refers to the voluntary activities of individual or group to provide money and property or labor to the society or individual free of charge via charity organization or other means under the advocating, help and assistance of the government; it is an aid behavior with the purpose is to change the living environment of the recipients. With the development of economy, the widening gap between the rich and the poor due to income inequality has become the instable factor of China’s economic and social development. As the main part of China "third distribution", philanthropy certainly becomes the stabilizer of social harmony, at present, our country implements the collaborative mode dominated by the government, simply speaking, and it is the government that has the responsibility and obligation to guide, promote and supervise philanthropy. The government should make efforts to build a "social management mode of big society, small government", to realize the harmonious development of philanthropy. In recent years, in our philanthropy field, malignant events such as " Guo Meimei scandal","Shang De donation cheat" continuously burst. It seems that in today’s rapid economic development, there exists many problems in the development of philanthropy, the government as a guide and supervisor, has its responsibility, defining its function in the charity is particularly important.This paper first introduces the background and the significance of the research, also the involved documents, literature is sorted out, to form a literature review with reference significance. There are three figures, three tables and thirty reference documents in this paper. In the process of the study, the author found big problems in our philanthropy field, which are loophole in the common system construction, less willingness in charitable donation and lack of credibility of charitable organizations. In view of the above problems, the author respectively analyzes the philanthropy mode and philanthropy management mode representatively for the developed countries of the United States, Britain, Canada, and Singapore, summarize their experience and then proposes relevant ideas and suggestions according to the government’s four functions of politics, economy, culture and social services. The political policy decides the external environment of philanthropy development, economic tax is an incentive tool for philanthropy, culture is the centripetal force and cohesion of Chinese philanthropy lies, while the social service is an important course marker for philanthropy development. Although there are still some gaps between the present charity level and the expected one, but we believe that through the exploration and reform of government functions. China Charity level in the future will achieve a qualitative leap, our charity will be sure to realize the belief of from the people, for the people and benefit of the people.
