Research On Old Age Allowance Policy Of Ningxia

In recent years.with the increasing aging, increasing the number of senior citizens elderly, empty nest, thereafter with the increasing number of the low-income elderly people and the old person their children are not in the city,the quality of life.mental, health becomes problems gradually.Issues such an pension and health of the elderly has become increasingly prominent.Since the beginning of the1980s, In some regions of China issued for more than hundred years old elderly subsidies, later gradually extended to80years of age or older. May2009,Ningxia Hui Autonomous Region Government issued the "Autonomous Region People’s Government Office on the notice of the Council on the establishment of basic living allowance system for low-income seniors over the age of80", no fixed income elderly people aged80and over elderly in rural areas and urban low-income families, paid monthly basic living allowance. In recent years, most provinces have established a system of allowances of the oldest old,some results to improve the lives of the Oldest Old. In this thesis,the use of policy analysis, in-depth interviews,and comparative analysis method to study the implementation of the Ningxia elderly allowance policy. First analyzes the Ningxia elderly allowance policy background and objective circumstances, the content and features of the policy are introduced and summarized; Secondly,the implementation of the policy of the current situation and existing problems were analyzed;The third, making empirical analysis on the old age allowance standards and pay levels, finally giving the corresponding countermeasures and suggestions.This article is divided into five chapters, the research cotents are as follow:The first chapter discusses the background and significance of the topics, related concepts defined,summarizes the research status,research ideas and ressearch methods of the theoretical basis for research and innovation.The second chapter analyzes the Ningxia elderly old age allowance policy and its features. Ningxia number of elderly people, the elderly, living standards and economic development objective environmental analysis of the implementation of the policy banckground; followed by analysis the Ningxia goverment policy positioning, the specific content of the policy, and with other regions comparative analysis of the Ningxia elderly old age allowance policy implementation features.Chapter three describes the status of the implementation of the OAA policy issued from the coverage and treament, through in-depth interview of the oldest-old and the policy itself to analyze the existing problems in the implementation of the policy.Chapter four coefficient method and basic expenditure analysis allowance standard;constructing an actuarial model about the pay level of the old age allowance;in order to study the policy benefit levels,the use of shift operator age method to predict the Ningxia elderly;and then estimate the Ningxia elderly allowance policy in the necessary funds,which analyzes the financial viability of the Ningxia elderly old age policy.Chapter conclusions and policy implementation problems in the corresponding policy recommendations.
