The old age allowance is an important part of the social welfare system,which plays an important role in ensuring the basic life of the elderly,promoting and improving the material life and cultural life.At present,China's old-age allowance system does not form a unified national system framework,institutional level of the elderly affected the long-term development of the system.In the realistic background of regional differences,based on the regional theory,this paper chose to reflect regional differences in income and equity index,public service index,population and development indicators,using factors analysis.and cluster analysis to 31 provinces,autonomous regions and municipalities directly under the central government is divided into five parts,all within the region has a strong homogeneity in terms of income and equity,public social services,population and development,but the difference between regional environment larger allowance.And this paper from the basic needs of the elderly living point of view,in accordance with the basic inclusive,sharing the achievements of economic development,to determine the level of benefits for the elderly allowance.The empirical results show that the system of old age allowance based universal type in our country has certain feasibility,the elderly subsidy standards in the short term to improve old people's life has an important role,suggestions from China's national conditions and reality of economic development,from the old age allowance full coverage started,and with the development of the economy,gradually reduce the pension object age requirements,and gradually promote the urban and rural residents aged allowance system construction.
