On The Research Of Building Registration Institution

With the development of human society, building performing the important social and economic functions, has become one of real estates with the most basic units. Therefore, one of important duties of governments, societies and economic management is to strengthen the management of building. Building is one of real estates, and building registration is in the domain of real estate registration. Under our current law, building registration as a public legal form of building property, is a behavior that the building registration organization documents the basic information, right and other items should be recorded in the building register, according to relevant regulations. Similar to other social things, whose development generally follows the principles of dialectical materialism of Marx, Chinese building registration has also experienced a tortuous historical process including emergence, development, perfection, standardization and even regress. Started with tidying up historical evolution and institutional creation of building registration in Jinan City since the founding of new China and guided by summarizing things related to building registration, this paper, focusing on key points, comprehensively summarized historical evolution and institutional creation of building registration in our country, deeply analyzed current situation of Chinese building registration, compared with various present foreign building registration institutions, intensively analyzed essential change in the domain of building registration after the implementation of Chinese Property Law, acutely pointed out current problems in building registration, and appropriately proposed approaches and legislative proposals to standardize building registration. With strong determination of the new government leadership of China to deepen the political and structural reform and under the big environment that the State Council spared no effort to unify the real estate registration, the purpose of this paper is to provide some insight into standardizing current building registration, especially how to comply with the public opinion, balancing interests of people, creatively developing new business of building registration and realizing the reconstruction of building registration. It allows full play to the publicity effect of building registration property and social accountability and contributes to reshaping the socialist credibility system of real estate domain.
