Study On Entry-exit Commodity Inspection And Quarantine Process Based On BPR Theory

With economic globalization, trade liberalization and global flows of resources, international trade is increasingly frequent. Especially since China joined the WTO, China’s import and export trade volume surged. Trade facilitation issues, namely the simplification and harmonization of the activities that are involved in the trade of goods in international trade procedures, increasingly become a world-wide focus. As an important part of the import and export links, the efficiency and convenience of Inspection and quarantine clearance has a critical influence on trade facilitation. Strengthening the internal management and optimizing the process is a important way to improve the efficiency of inspection and quarantine clearance. This study will base on BPR theory, use other related research results as reference, combine with features of S Inspection and Quarantine Bureau, entry and exit goods as specific research object, start from multiple aspects such as process, public needs, set and functions of institutions, information construction etc., deep into details and specific operation, make series of targets and programs that can be operated and achieved such as electronic, simplified, automation, classification and reconstruction of the information system and organizational structure, especially put attention to automation and Classification, and the methods to achieve them under the existing framework of informational.
