Chinese Local People’s Congress Supervision Function Research

Supervision, is to make the state power operation in the sun, it is one of the modernnational functions. The people’s congress system is China’s fundamental political regime, it isthe our country’s civil public opinion expression and political participation of the state organs,representative of the people master and the exercise of state power. Our country has a largepopulation and a vast territory; therefore, it should be based more on local people’s congressat all levels, representing the people exercise of power around supervision. Along with thedevelopment of society and economy, the situation is becoming more and more complex, ifwe only rely on a huge number of part-time people’s deputies to fulfill the task, it isapparently can’t satisfy the people’s request, and in most cases, the people’s congress meetingheld once a each year. In order to make up the above defects, China’s constitution NationalPeople’s Congress at or above the county level set up the standing committee at various levels,in stand the National People’s Congress processing daily work, it is the component membersof the National People’s Congress standing representative; In addition, we should play to theadvantages of the existing system, perfect the system of supervision and the populacesupervise, this also is the focus of this article is thinking.The first part is about the NPC’s supervisory system’s formation history analysis. Thissection describes the beginning of China’s people’s congress system and the source of systemdevelopment, it is different from Western countries system of separation of powers incharacteristics and content, and the supervisor and the supervised object, which monitors themain object.The second part is about the reality of our local people’s congress supervision system.The general theory of China’s NPC’s supervision, including supervision rights of localpeople’s congresses and mode of operation, which includes legal supervision and worksupervision, and then lists the operational procedures of the NPC’s supervisory functions.In the third part, the current supervision of the NPC system problems and causes hasdiscussed. There are still some shortcomings of the NPC’s supervisory system, I will besummarize them in ideas, institutions, organizations, and specific work, and several other reasons, trying to propose solutions for the next part of the proposal to pave the way of theseissues.Part IV, to further improve the people’s congress supervision system thinking. For theabove aspects of the problem, a forward-thinking solutions are proposed to these problems,such as strengthening publicity and education, improve and perfect the supervision system oflaws and regulations, strengthening self-construction oversight bodies, make betterprocedures and strengthen the operability and so on.By the above four parts form the whole text, which tend to state that only unswervinglyadhere to the people’s congress system, strengthen and perfect the supervision work ofNational People’s Congress, especially pay attention to and play the local People’s Congress’ssupervision function, make the power operation in the sunshine, to safeguard the people’sdemocratic rights as masters of the country, and ensure the prosperity and lasting peace andstability of the country.
