On The Supervision Of Local People’s Congresses Of The Administrative Supervision In China

Our country is at the key stage of reform and development, the complex and volatile international environment and social contradictions and problems emerging at the new stage put forward the new requirement for the development of the socialism democracy politics and the construction of the socialism legal country. As for the local people congresses at lower levels, how to perform the supervisory right, successfully complete the supervisory jobs and make the entrusted right faithful to the people is the key point to perfect the system of people’s congresses and construct the socialism politics with Chinese characteristics. At this new situation, enhancing the supervisory work of the local people congresses and standing committee is the inevitable requirement to construct the socialism harmonious society and protect the interest of the masses. Fully performing the supervisory right can play an important effect on the constantly perfection of the system of people’s congresses, and the construction of the socialism democracy legal country and socialist modernization. The promulgation and implement of The Supervisory Law of RPC at All Levels of People’s Congress Standing Committee marks the supervisory jobs of the people congresses into a new historical stage. Completing supervisory mechanism, improving supervisory job, performing supervisory authority according to the law, bringing the characteristics and superiority of the system of people’s congresses into play, and ensuring the masses’basic interests have become the times requirement to promote the socialism democratic and legal construction and the stable reform and development.Since the reform and opening up, in term of supervision, the local people’s congresses and their standing committees have been discovering continuously, innovating actively and accumulating valuable experience, which have not only widened the supervision thoughts, developed the supervision forms, but also gradually achieved the normalization, institutionalization and routinization of supervision. However, with the deeply development of the socialism in China, there are more and more new situations, new problems and new tasks coming up in the work of local people’s congresses, whose functions haven’t been exerted effectively, so it is a new issue that should be taken into serious consideration for all walks of life to better deal with the supervision of local people’s congresses.This thesis takes the supervision system of local people’s congresses as research subject, and put forward countermeasures to enhance supervision function and improve supervision system of the local people’s congresses for readers’reference, with the angle of improving the supervision status quo of the local people’s congresses, by combining the ways of systematic theory analysis and on-the-spot investigation of Jiangxian County in Yuncheng and Xiangning County in Linfen in Shanxi province, relatively rationalizing the basic theory and development status quo of the supervision system of the local people’s congresses, researching and analyzing the problems occurred in the actual operation process and referring to the inspirations drawn from the developed countries.The layout of the thesis is as follows:part one mainly discussed the theory basis, connotations, subjects, objects, principles and forms of the supervision power of local people’s congresses to deepen the understanding and perception of it; part two made a summary of the achievements made by the supervision of local people’s congresses nowadays, sorting out the development stages of local people’s congresses and assuring the progress made in recent years; part three analyzed the problems appeared in the supervision process and the causes, finding the critical part of the problems; part four introduced the thoughts on the supervision power of local people’s congresses and put forward the improvement tactics on the supervision work of the local people’s congresses, through drawing upon beneficial experiences from parliament supervision of the developed countries and analyzing the problems and causes. Therefore, this thesis aims to rationalize the supervision system, enhance supervision efforts, promote supervision work and improve the supervision efficiency by expounding the subversion work of the local people’s congresses.
