The development of reclamation is effective measures of expanding land space and relieving contradiction of population and land. However, the reasonable ways of development around coastal areas caused great damage to the Marine resources. On the one hand, the development of reclamation caused the change of sea power conditions, reducing the capacity of water carrying, Increasing sediment deposition, which affect port channel function. On the other hand, large area of reclamation development occupied coastal beach wetland area and destroy the habitat of Marine organisms, which caused ecological environment problems.Jiangsu province has the most wide silty tidal flat in China. These wide tidal flats resources played an important guarantee for the high speed development of economy in Jiangsu province. With the development of economy, large area reclamation problems become more and more prominent. Compared with other type of coast, the reclamation has a more apparent effect on the unique conditions of silt muddy tidal flat of Jiangsu and wetland ecological environment. Therefore, assessing the Jiangsu scarf reclamation status quo and explore reclamation potential is very necessary. This paper take Jiangsu province for example, research the influence of reclamation to the degree of the marine resources in Nantong of Jiangsu province and development potential of reclamation. Thus provides technology support for sustainable utilization of marine resources and economic sustainable development in Jiangsu province. Through the research, this paper obtained the following results:1.The PSR model (Pressure-State-Response) concept is introduced into the evaluation of muddy coast reclamation around the resources and designed evaluation index From three aspects:"pressure-state-response",which conforms to the muddy coast Marine. Thus building a set of suitable evaluation index system for muddy tidal flat2.On the one hand, have a poor standardization processing of the collected data and get the standardized value from0~1. On the other hand, determine the weighing values of assessment indexes through the analytic hierarchy process AHP and get the weight value of pressure, state, response and the subordinate indicators. Among them, the weight value of pressure, state, response is0.49,0.312and0.198respectively. At the same time, verify the weight value obtained one by one and get the product value of resulting standardization value and weight value is0.557. This value indicates that developing activities of reclamation have a general impact on the muddy coast of Nantong in Jiangsu province according to the expert sheet. So the developing activities of reclamation should be carefully. If developing, needs further evaluation.3.The concept of reclamation strength was introduced and has a potential forecast of muddy tidal flat quantitatively in Jiangsu province. Then have a correction of the original calculation model according to the characteristics of j muddy tidal flat reclamation in Jiangsu. The revised model show that the current strength grades of reclamation of Laobagang to Dongzaogang, Dongzaogang to Haozhigang and Haozhigang to Lianxinggang is level4, level3and level2respectively and the pressure of reclamation of each is stronger, average and weaker. Owing to the different stock of offshore resources, the predicted time for developing of the three coasts is10years,4year and2years respectively. Compared with the original qualitative description model, the development time of prograding Laobagang to Dongzaogang and Haozhigang to Lianxinggang increases1years, Dongzaogang to Haozhigang alluvial coast although development service for4years, but compared to the original model to reach the upper limit of4years.4.Take the muddy coast in Nantong for example, combine the PSR model method that evaluate reclamation situation qualitatively with strength method that describe reclamation qualitatively and come to the conclusion from both qualitative and quantitative analysis perspective that: the current reclamation development activities in Nantong have certain influence to the marine resources, the process of reclamation’s development and utilization in the future should be based on the actual of different coastal silt up, then have reasonable development.
