The powered vehicles on the place not only plays an very important role inthe industrial and agricultural production but also gets into every corner of sociallife rapidly,and it is closely related to people’s daily life as one of the specialequipment. However, its security problem attracts much more attention, due tovarious kinds of powered vehicles on the place, large different workenvironment, multiple risk factors, and greatly difficult supervision. Therefore,developing new method for powered vehicles on the place safety assessment toprotect people’s lives and property security, enhance product quality of poweredvehicles on the place and improve the safety management of special equipmentis very important.The forklift was used as research objects in this paper. Combined with thebasic structure of forklift main systems, the paper studied forklift main systemsand components by failure mode and effect analysis method, analyzed thefailure causes and consequences and established forklift risk assessmentindicators based on collecting statistics of accident cases and consulting relevantstandards and regulations. A risk assessment method for forklifts is obtainedafter referencing many kinds of risk assessment methods. This method tookfailure mode and effect analysis (FMEA) method as a foundation to obtain thevalue of consequences severity, occurrence and detection difficulty of eachassessment indicator by analyzing statistical information, and then calculated theRPN value of each assessment indicator. And analytic hierarchy process (AHP)was applied to get the weight of each assessment indicator. According to theweight, the RPN value was adjusted and sorted to find out the weak links in thesystems of forklifts to prevent the occurrence of accidents effectively byfocusing on these weak links in the routine inspection.In order to determine risk grade of a forklift overall situation, first, throughthe expert survey, RPN value of each assessment indicator was averagelydivided to obtain the corresponding membership degree by using the relevantknowledge of membership degree in fuzzy mathematics. Then, the forklift assessment model was established to get the assessment result vector by usingfuzzy comprehensive assessment method. Finally, the vector result was convertinto the numerical results by the clear processing to determine risk grade of aforklift overall situation with the corresponding table of forklift risk grade.The practical proved that the proposed method in this paper is effective onthe risk assessment to powered vehicles on the place. And the method wasapplied to daily maintenance and management of powered vehicles on the placeand assessment indicators and methods were constantly improved so that therisk assessment process to powered vehicles on the place is more scientific,meanwhile the paper provided a reference for the safety assessment of domesticpowered vehicles on the place.
