In order to reveal livestock and poultry’s nitrogen pollutant production, pollutant constitute and suitable quantity of livestock manure nitrogen for per unit of arable land, using the formula of nutrient balance to calculate the gain or loss of soil nitrogen. Based on it, I can obtain the range of suitable application of livestock manure nitrogen pollutant for per unit of arable land. Moreover, using the value of pollutant production and available quantity of livestock manure nitrogen pollutant to do the evaluated for pollution. The results demonstrate that:(1) The distribution of manure nitrogen pollutant of livestock and poultry is gradually increasing from east to west of Heilongjiang province, and the area of relative high is assemble. In addition, the distribution coincides with the proportion distribution of livestock husbandry. Except for some countries, others’pollutant production of per unit of arable land is in line with pollutant production pattern. The relative high values are in Daxinganling area, Qiqihaer City, Daqing City, Suihua City, Yinchun City, Haerbin City, Mudanjiang City and Shuangyashan City.(2) The pollutant of nitrogen is main come from ruminant animals, such as beef, dairy cattle and sheep, and the reasons of this phenomenon are relate to the growing demands of livestock and feeding conditions. Through SPSS I get the classification of pollutant production constitute, and it has3levels. The first level has two types, one is mainly in dairy cattle and pigs, and another is mainly in herbivorous livestock (dairy cattle, beef, working animals and sheep).The former one is distribute in the central of Heilongjiang province and the area where in the border with Inner Mongolia at western. The later one is in the eastern and western area of Heilongjiang province. The second level has four types, which are mainly in pig and beef (another one is pig and beef too, the only difference is contribution rate), beef and dairy cattle, and mainly in beef and working animals. This pattern is related to market’s needs, feeding environment, feeding conditions.(3) In the conditions of no manure nitrogen of livestock, the relative high value of soil nitrogen enter accounting are mainly in the city of eastern and western, and the distribution of export accounting is similar to enter one. In addition, all the soil’s nitrogen content of Heilongjiang province is at loss status.(4) From the view of suitable quantity of livestock manure nitrogen, except for13cities, the theoretical minimum of suitable quantity are0. And the theoretical maximum of available quantity is38.56kg/hm2, the cities which value is higher than this are mainly in eastern, central area and Daxinganling area. But the needs of countries are different. From high one to low are Jixi City, Shuihua City, Yinchun City, Mudanjiang City, Daxinganling City, Jiamusi City, Haerbin City, Qitaihe City, Qiqihaer City, Hegang City, Heihe City and Daqing City.(5) From the view of pollutant assessment, the cities pollution levels of Heilongjiang province are different and the distribution of warning values from small to large is lile pyramid-shaped. There are4counties belong to level Ⅰ which is no pollution,6counties belong to level Ⅱ which is no pollution but need to be guarded,12counties belong to level Ⅲ which is slightly contaminated,8counties belong to level Ⅳ which is contaminated,11counties belong to level Ⅴ which is more polluting than formers,12counties belong to level VI which is serious pollution and the remaing20counties are very seriously pollution.
