Dynamic Analysis Of The National Traditional Chinese Medicine Hospital TFP

Hospitals of traditional Chinese medicine play an important role in providing traditional Chinese medicine medical services in traditional Chinese medicine health service system. Its operation efficiency has to be concern of the hospital management researchers and our society. In the field of health services, to improve the performance of medicine service, reasonable control medical costs has always been the main problems of the reform and development of hospital of traditional Chinese medicine. This research mainly from the perspective of the annual efficiency analysis to the national hospital of traditional Chinese medicine operating situation for11years in2002-2012. To help hospital administrators and health policy researchers to understand the whole operation status quo of the national hospitals of traditional Chinese medicine, and provide the data support to the policy of hospitals of traditional Chinese medicine.The purpose of research:To describe the current situation of the overall hospital of traditional Chinese medicine industry and analysis the dynamic changes of input、output and total factor productivity、technical progress、technical efficiency in the year of2002-2012in the national hospital of traditional Chinese medicine.The content of research:Including the selection of input and output efficiency analysis indicators, the national hospitals of traditional Chinese medicine total factor productivity annual dynamic input-output analysis, the operation status quo of hospitals of traditional Chinese medicine, and analysis the reason for national hospitals of traditional Chinese medicine total factor productivity.The method of research:The research used the document analysis method, to summarize the efficiency analysis methods used by both at home and abroad, and combined with the actual situation of hospital of traditional Chinese medicine in China and data available, eventually determine the national Chinese medicine hospitals total factor productivity analysis of input and output index; Using the time series method, analysis2002-2012for a long time series of the national Chinese medicine hospitals input-output; At last, using the Malmquist model of DEA method, to analysis the efficiency and technical progress of Chinese medicine hospital since2002-2012, analysis the input-output hospital of traditional Chinese medicine of different orders and regions, then analysis the reasons.Conclusion:Only4hospitals of1986sample hospitals has been10annual efficacious, total factor productivity keep rising stage, accounting for only2%of the sample hospitals.H533in2006-2007year, growth is the largest, reaching42.5%. In1986samples hospital of traditional Chinese medicine, only12Chinese medicine hospitals has seven years technical change rate to rise, accounting for only0.6%of sample hospitals, showing that technological progress’s contribution to the total factor productivity change has played a positive role.1884hospitals of traditional Chinese medicine to maintain the proportion (94.86%) in five years (contain more than5years)technical efficiency effectively. But there is no1hospital can guarantee10years technical efficiency effectively in1986samples of traditional Chinese medicine hospitals.Recommendation:Hospitals of traditional Chinese medicine need to pay attention to the interaction of multiple elements; the efficiency of traditional Chinese medicine hospitals evaluation index system should be further perfected, also remind the researchers of the productivity of traditional Chinese medicine hospitals, should not only consider the quality, the number of resources, should also be appropriate to introduce the patient’s diseases such as multiple species. After all, on the efficiency of hospital of traditional Chinese medicine, the choice of evaluation index is the most important thing, choice of different indicators may obtain different results. Therefore, we should to consider more about input and output indicators for the objective evaluation on the operation situation of traditional Chinese medicine hospital.
