Establishing And Empirically Researching On Evaluation Index System Of Technical Standards Benefit In Traditional Chinese Medicine Hospitals

Technical standards are an important part of hospital standardization work, they provide important institutional guarantee for the hospital to ensure the quality of care, control health care costs and improve patient satisfaction, help hospital clinic environment to achieve the best state. With the deeper realizing about the concept of standardization and normalization hospital management and the in-deep work about standardization, it has important theoretical and practical significance to build a systematic, scientific evaluation index system of technical standards benefit in traditional Chinese medicine hospitals with high applicability to objectively evaluate and reflect the value of the technical standards.ObjectiveTo build a quantitative and qualitative, scientific, objective and propagable evaluation index system of technical standards benefit in traditional Chinese medicine hospitals to provide a index framework and theory reference for scientific decision of technical standards benefit evaluation and technical standardization activities in traditional Chinese medicine hospitals. Choosing a top three TCM hospital of Guangdong province as our object of empirical research, using the index system and the evaluation model to evaluate the benefit of technical standards, quantificating the contribution degree of technical standards in2008,2010and2012. In the meantime,it could verify the scientificalness and applicability of the evaluation index system of technical standards benefit in traditional Chinese medicine hospitals and the evaluation model.MethodsFirstly, on the basis of literature study and research advisory, using Cronbach’s Alpha coefficient and factor analysis for screening and revising index, the evaluation index and systematic framework of technical standards benefit for traditional Chinese medicine hospitals has been initially established from the perspective of the role of technical standards.Secondly, after two rounds of expert consultation, using analytic hierarchy process to determine the index weight coefficient and the contribution coefficient of technical standards. Finally, Choosing a top three TCM hospital of Guangdong province as object of empirical research, combine statistics of medical information with questionnaire survey,using the evaluation index system of technical standards benefit in traditional Chinese medicine hospitals and the evaluation model to quantitatively and qualitatively assess the overall efficiency of the TCM hospital in2008,2010and2012. Then, building a fuzzy synthetic evaluation model combine with the index weight coefficient and the contribution coefficient of technical standards, quant if icat ing the contribution degree of technical standards, and it could verify the achievement of hospital standardization.ResultsA set of evaluation index system of technical standards benefit in traditional Chinese medicine hospitals was established, including4first class indicators,11second class indicators and34third class indicators. The first class indicators are economic benefit, social benefit, technical progress and hospital management. The11second class indicators are medical fees, management cost,personnel expenditure, fixed assets, medical quality, work efficiency, the market share,patients expenses burden, scientific research and development ability, achievement transformation ability, management standardization harmonization degree and hospital culture. Using the evaluation index system of technical standards benefit in traditional Chinese medicine hospitals and the evaluation model to assess the technical standards efficiency of the TCM hospital in2008,2010and2012, got the quantized contribution are42.0%、51.1%and53.7%. ConclusionThe evaluation index system of technical standards benefit in traditional Chinese medicine hospitals has good construct validity and internal reliability, the indicators has been set reasonable. The results of empirically researching on evaluation index system of technical standards benefit in traditional Chinese medicine hospitals indicate that effective contribution rate of technical standards increased year by year. And from2008to2010, the contribution rate has improved significantly, indicating that the technical standards obvious effect on the overall efficiency of the hospital.But now the traditional Chinese medicine industry and hospitals of understanding on technical standards are still relatively vague. The implementation and evaluation of technical standards are not enough attention. And it is a serious shortage of researches in related fields. Hospital effectiveness evaluation dimensions are limitated. And the effectiveness evaluation is lack of traditional Chinese medicine specialty index. So that, we propose some solutions and specific recommendations in response to these problems. Strengthen the connotation understanding of the technical standards, strengthen research on the evaluation of technical standards benefit in hospital, broaden the dimension of effectiveness evaluation index, and pay attention to use the specialty index of traditional Chinese medicine.
