Film companies have reached out to county-level cities as the film market developing so fast with the first level market saturating. Those county-level cities have been the "blue ocean" in the film investors’eyes.More and more new movie theaters are springing up in the county-level cities where numerous old movie theaters are being reconstructed and redecorated. This paper has selected Huaiyang county which is in the mid land of Henan province as research object. Through researching on the movie projection in both urban and rural areas, we can get to know the operation of film distribution and projection institutions in Huaiyang, how the movie theaters are running, the cultural consumption and how the film projection is going in rural areas. Based on these deep researches, this paper expects to show an epitome of the film development in county-level cities in China.The first part of this paper is an introduction which gives some basic information of this research. There are6chapters in chronological order. The first chapter talks about the establishment of the first cinema team from1927to1955, focusing on the appearance of the first film on record in Huaiyang county and some thoughts on the reason of its appearance. The second chapter tells the film development in Huaiyang beginning from1956to the end of the Cultural Revolution. After the Cultural Revolution, film industry in Huaiyang reached to a top which lasted to the end of the20th century. That is the point of the third chapter.The forth chapter is about time when cinema in Huaiyang disappeared with the.selling of projection equipments and concentrating on what happened to those filmmakers during this period of time. The fifth chapters talks about the reappearance of film projection in rural areas and the rebuilding of new movie theaters in urban areas in2007.The last chapter is an conclusion which gives some thoughts on the future development and summarizes the long road of film development in Huaiyang county.
