Copyright collective management system refers to that authors authorize the copyright collective management organization to help them manage and protect their work. This system originated in Europe, the development has already become an indispensable part of the national intellectual property system among Europe and Americas. The existence of copyright collective management system is important in modern society. The propagation velocity of the works is frequency increases, and there is a large number of work users. Solely on ourselves is difficult to struggle with violations. But Copyright collective management system provided a solution. This system can help rights holders protect their right and the interests.The first part of this article is about the content of copyright collective management system. This part including the origin of the system, the effect of organizations and the relationship between rights holders and organizations. The second part is the analysis of the advantages and disadvantages of free mode and the monopoly mode. Free mode is conducive to the promotion of competition in the collective management organizations, and it is conducive to attach importance to the interests of copyright holders. But this mode may be at a disadvantage in negotiations with the work users. Monopoly mode is able to focus on stronger organization. The single organization provide a single way to pay usage fees, it facilitate the user. But the disadvantage of this mode cannot be ignored. First, it may lead to low efficiency of the organization. Secondly, it is possible to cause management organizations ignore the interests of the copyright owner, even infract their interests. Finally, it may lead organizations to develop unreasonable charges. The third part analyzes the force and problems in our model, as well as the reflection on these issues. Our country uses the monopoly mode, but the organizations are questioned on job skills, and fees. For these problems, the paper argues that we can consider allow many organizations in one field, allowing competition. In order to promote collective management organizations to improve their work. We should also improve the supervision of the organization, to avoid fees and expenses allocation criteria unreasonable.
