The concept of the "responsibility to protect" was proposed for the first time inthe report submitted to the United Nations by Canada International Commission onIntervention and State Sovereignty in2001, which is a significant development ininternational law. However, due to many unclear factors, the "responsibility toprotect" remains just a concept and not yet formed an international law in real sense.Therefore, the international community still holds different views on many issues.From the end of2010to early2011, the situation of a number of countries in NorthAfrica and the Middle East changed suddenly, with the exigencies of Libya drawingwide concern. The United Nations Security Council imposed sanctions against Libyaby Resolution1970and1973. The latter authorized relative countries to take allnecessary measures to protect the Libyan civilians from armed attack or threat, whichwas the Council’s first time to authorize the use of force on behalf of the"responsibility to protect". Under Resolution1973, multinational military forceentered Libya, thus raised many questions worldwide. Some people regard it as asuccessful practice of collective intervention of the international community; somepeople think it damaged the Libyan national order and territorial inviolability, and iswas difficult to achieve better results by forced intervention. The initial aim of"responsibility to protect" is to protect a country’s domestic civilians. But due to theuncertainty of its meaning, there’s no obvious limit between the exercise of"responsibility to protect" and unilateral military intervention. The worldwideintervention on the situation in Libya will cause heated discussion about"responsibility to protect", and there will be more discussion on the militaryintervention.
