Natural disaster is a kind of abnormal phenomenon that occurs in the nature.Generally, it undoubtedly brings great damages, such as loss of life and economic andsocial resources destruction, disturbing social order, etc. Recent years, various globalnatural disasters reflect different influences. In this sense, researches on disastercondition, disaster prevention and reconstruction have been valued. There is no doubtthat explorations on how to reduce losses have been put on the agenda.During the international relations, there exists subtle touch between naturaldisasters and the international relationship. The occurrence of natural disasters causedby the impact and losses are often transnational. Many countries often involve inmajor natural disasters. Therefore, the study between natural disasters and isinevitable. At critical moment, diplomatic relations can make up for the defect ofdisaster relief.This thesis mainly introduces how to respond to natural disasters by empiricalanalysis and contrast analysis, such as "Indonesia tsunami" and "Katrina", and “2008wenchuan” earthquake. After analyzing crisis management system, implementationsituation and foreign policies, we found that "disaster diplomacy" made a subtle effect.Disaster diplomacy is the globalization and information era public diplomacy, whichhelped to shape a good national image and to adopt international cooperation in globalgovernance. Through a series of institutional mechanisms, it will establish amultilevel, three-dimensional system.
