The Military’s Role In Global Disaster And The Practice Analysis Of The Chinese Military In International Disaster Relief

Global disasters refer to abnormal natural and man-made phenomena that have different degrees of impact on human survival,life and development due to natural variation or human factors.With the deepening of globalization and the over-exploitation of human society,our ecological environment has been severely damaged.As a result,the number and types of disaster have been increasing year by year,and multiple disasters intertwined has become the norm,and it is even difficult to estimate the human casualties and economic losses.When a disaster occurs in a country with an important international economic or strategic position,the impact and destructiveness of disasters are not limited to the affected areas,but also gradually spill over into the international community,which has political and economic attributes and increases global security risks.Compared with environmental pressures,political and economic pressures caused by disasters are more directly fatal.In this context,disaster risk management have become a global common concern.In the international disaster relief system,sovereign states and various organizations have always been the main forces for disaster relief.However,the increasingly severe situation recently in international disaster relief has put forward higher requirements for the coordination,efficiency and competence of all disaster relief bodies,thus the role of military factors is highlighted.On the one hand,the military’s rapid mobilization,convenient entry and exit procedures in disaster relief,professional rescue capabilities,and innate conditions for stabilizing social order have gradually received widespread attention from the international community.On the other hand,the military’s participation in international disaster relief plays an important role in improving national image and inter-states relations.Based on these factors above,this article takes the global disaster situation as the background and the Chinese military as the research object,and analyzes the interaction between military factors and global disasters,thus outlines the basic framework of the Chinese military’s participation in international disaster relief,and conducts internal and external environmental assessments and development strategies.The purpose of this research is to provide accumulation for the Chinese military’s in this field at the theoretical and practical levels.As a staunch defender of world peace,China has sent her armed forces on many occasions to undertake international disaster relief missions.Meanwhile,China has taken the initiative to adapt herself to the international disaster relief system and actively explored the practical paths of the Chinese military.It is mainly manifested in two forms:one is the disaster relief cooperation through platform construction and joint exercises during the non-disaster period;the second is the disaster relief support through the delivery of materials,dispatching personnel,technical support,etc.From the beginning of the 21st century to the present,the Chinese military has helped many countries,and the disaster relief resources invested are difficult to count,which fully demonstrates the responsibility of the Chinese military.The practice of the Chinese military in international disaster relief is a systematic work,and it also needs systematic support.Among them,the policy guidelines of supporting the Chinese military to participate in international disaster relief are the premise and foundation;the construction of professional rescue teams and equipment input are the key link;comprehensive and specialized laws are an important guarantee;serving China’s diplomacy is the driving force.These four conditions support each other,and jointly promote the practices of the Chinese military in international disaster relief.SWOT analysis is adopted in this study to evaluate the internal and external environment and practical effects of the Chinese military in international disaster relief,including S(strengths),W(weaknesses),O(opportunities)and T(threats).According to the analysis,it can be concluded that the Chinese military has the internal advantages of strategic national importance and strict military management,and the internal disadvantages of domestic legal obstacles and inadequate international discourse.At the same time,it faces the external opportunities of the realistic demands and the guarantee of international mechanisms,and the the external threats of the doubts on political motivation and the problem of international competition and coordination.Meanwhile,this study has formed four strategic options,including SO,WO,ST and WT,which provide several directions for the Chinese military in international disaster relief.However,how to enhance the Chinese military’s own capabilities in the changing global disaster situation has always been the core essence.Therefore,the Chinese government and military in the future need to focus on making breakthroughs in law,mechanism,team and discourse,so as to contribute to addressing global disaster risks.
