In order to boost economic development of developing countries, secure our nation’sinternational trade and oversea investment, and shoulder greater globalresponsibilities, China has contributed development assistance to developmentcountries in the area of patent.WIPO, the U.S. and USPTO, the EPO and member states of European PatentConvention, and JPO have made significant achievements by helping developingcountries in main areas of technical assistance, capacity building, public awareness onIntellectual Property for their own purposes.China has begun to give assistance to developing and emerging countries since2002.To change from an aid recipient of Intellectual Property system to a prudent donor, wehave supported the capacity building of developing countries by sharing ourdeveloping practices and experiences, and exploring possible ways of tacklingcommon challenges.There are some principals we need to follow when we help developing countries, letthe aid recipient choose its patent system at its own discretion, perform quantitativeanalysis on cost effectiveness, protect interests of Chinese industries overseas,increase transparency with feedback mechanisms, collaborate with other national,regional agencies and international organizations.Hence, China can further provide, to developing countries, advices and guidances onpatent legislation, policies and strategies, assistance in information technology area,cooperation on patent information and examination resources, and search andexamination criteria.
