The management for public rental housing is to ensure that the necessarycondition for public rental security purposes, during the period from public rentalhousing been rent to management supervision and management,there can beabstracted for several powers of administrative fact behavior.How to regulate theseacts from a legal point of view is relation to the interests of the applicants and thelessees. Under the circumstance of the legal system is not perfect, it is worthy ofstudying for us that how to regulate the powers of the government with the basictheory of Administrative Law.The thesis starts from several basic conceptions, including the historical originsof public rental housing, public rental housing, the management behaviors of thepublic rental housing, and combines with the basic theory of administrative law onthe administrative body and administrative procedures, in order to study how toregulate the rent review behavior, enteance examination behavior and expensededuction behavior,and then presents some of my suggestions.The main body of this thesis concludes of five sections. The first part is anumber of catagorys about the behavior of public rental housing,for example, theorigin of the public rental housing, public rental housing, the behaviors of the publicrental housing management, and then discusses the characters of the behaviors of thepublic rental housing management which is the administrative fact behaviors of thepower,in words, it is that three administrative behaviors are discussed. The secondpart is about the main problems during the management practices of public rentalhousing. This section is based on the analysis of the problems of the existing norms,and combined with the current practices situation,and these problemes are thelegitimacy about the main body,the legitimacy about the procedures and thelegitimacy about the contents. The third part, fourth part and fifth part are keycontents of the thesis.The third part is about how to regulate the rent review behavior, the fourth part is about how to regulate the enteance examination behavior, the fifthpart is about how to regulate the expense deduction behavior, and the method of studyis whether the existing norms are legal and rational, and then the better suggestionsare promoted. Firstly, during the rent review behavior, it is necessary that therelationship between the main bodies is definited, whether the mechanism of the rentand the system of information disclosure are completed and perfect is important.Secondly, we can divide the entrence examination behavior to examinaton with theadministrative power and without power, after that,the thesis will dicuss what is thediffeerence betweent them, then focus on the main body and procedurces of theexamination with the administrative power, the last, several suggestions are proposed.Thirdiy, in the thesis, the fifith part is basis on the nature of the expense deductionbehavior,which is the nature of administrative compulsory execution behavior. Thispart fouses on the conclusion that public rental housing management agency has thepower of execution with power and this fact is reasonable, also how to enforce theprocedure before being executed with power is conclued in this part.
