Internet Regulatory Issues Research

With rapid development of information technology, Internet plays a more and more important role in modern society, for the rich people’s entertainment life, the dissemination of information and knowledge, has played a very big role. However, due to the related legislation lag, lack of supervision and inappropriate measures and other reasons, the disadvantages of Internet industry increasingly prominent, the public reflect strong. The problem of Internet cafe, has become a social problem.This paper mainly discusses why the regulation on Internet cafes, including the concept and cause of regulation. Then elaborates the practical situation and foreign Internet regulation in China’s Internet controls including three stages of China’s Internet controls development no control period, government regulation stage and regulation stage, briefly introduces the foreign Internet control, including control mechanism, introduction and utilization control basis and advanced technology. Then analyses the existing problems in the process of Internet regulation from four aspects, namely, industry positioning, regulatory agencies, regulation and control measures on the basis of analysis of Internet regulation, due to lack of indulge in the network of adolescent physical health and psychological health damage: addicted to the virtual network world, easy to cause the reality of interpersonal relationship close and distant, make teenagers form the eccentric character, coupled with a weak sense of self-protection, poor self-control, once the hang around all day in the Internet, all through the night to indulge in the network, will cause great harm to their studies, physical and mental health, become poisoned teenagers "electronic heroin", resulting in a hotbed of teenagers on illegal crime. The above drawbacks, in the final analysis is the result of "legislation" and "supervision" and cause. On the basis of the above analysis, the experiences of other countries and regions, control experience, the author puts forward on China’s Internet regulatory advice:the correct positioning of the Internet industry, determine the correct control goals, based on this, select the appropriate control measures, formulate a scientific and standardized control basis, to establish a control mechanism for unified and efficient.
