Agriculture is the basic industry of the national economy and has great relationshipwith the people’s livelihood. In accordance with the urban and rural developmentrequirements, Accelerate rural development institutional mechanisms for reform,accelerate the development of modern agriculture, and enhance the vitality of theagricultural and rural development is the main direction of China’s agriculturaldevelopment in the near future. Implementation of rural development institutionalmechanisms for reform, we must adhere to and improve the rural basic managementsystems. This paper based on the research of the exercise of the status quo of China’s ruralcollective land ownership, analyzed the main problems of rural collective land system andacademia rural collective land reform various viewpoints, and hope to improve the ruralcollective ownership system through some system design.The discussion of the issue in this article is divided into four chapters:The first chapter introduces the history of the formation of the rural collective landownership system. By introducing the origins of the concept of collective ownership andthe evolution of land ownership in China since its foundation, this article elaborated theprocess of the formation of the rural collective land ownership.The second chapter introduces the arrangements of current rural collective land rightssystem. This chapter analyzes from the land rights of the rural collective economicorganizations and the land rights of farmers, analyzed the changes of the rural collectiveland rights and its realistic affection.The third chapter mainly introduced the reasons of the problem and the main point ofthe academic community on the Reform of the agricultural land. This chapter presents thatthe main reason of agricultural land issues is the vacant of the rural collective ownership,and starting from this reason, pointed that we should perfect the system of rural collectiveland ownership. Chapter IV introduced some ideas to improve the system of rural collective land.This chapter covers the relationship between agricultural land system and overalldevelopment of China, and from the aspects of transformation of the ownership, constructcommunity legal, and perfect the level of democracy at the grassroots to establish unifiedand efficient rural community organizations.Through the discussion of this article, the author put forwards some superficial ideas,and hopes to achieve a valuable role to provide some useful reference for China’s ruralland reform.
