With the rapid development of our economy， our country governmentprocurement has achieved accomplishments that have astonished the world. Thelegislation has been improved continuously， the procurement scale expandsunceasingly， and. Government procurement financial saving effect is remarkable，，it saved more than4000one hundred million RMB of the financial fund during the"11th five-year plan" period. Besides the value of government procurement becomespluralism. It can restrain the power of the government， promote the cultivation ofclean government， maintaining national interests and social public interests whichhave made gratifying achievements. However， the government procurement systemin our country has many problems that need to be improved. For example， somecontents are inconsistent between laws and regulations， legal relation anddefinition are not clear， which lead confusion in the government procurement； andthe confusion supervision mechanism causes the ineffective supervision， the rentand rent-seeking occur frequently， which infringe the rights of equal competition ofsuppliers， and waste a lot of resources， but also cause great damage to thegovernment’s credibility. And the suppliers’ participation rights are limited， thedefect of the relief system leads to the suppliers not fully involving in the governmentprocurement， so their lawful rights and interests can’t get relief timely and effectively.The uncompetitive environment will certainly affect the efficiency of governmentprocurement， which is the hidden trouble for the effective development ofgovernment procurement in the future. Government procurement’s fair principle，transparency principle， the principle of good faith and its purpose are to ensure thelegitimate rights and interests of both parties， they create fair competitionenvironment effectively， make the enterprises widely involve in governmentprocurement， which can improve the efficiency of the government procurementfunds， and achieve the goal of its value. With the development of the theory that thegovernment procurement system bases on， the new theory enriched l the governmentprocurement’s value pursuit， the diversification of value pursuit also pointed out thedirection for the development and perfection of the government procurement system.This article is divided into four parts， the first chapter is mainly about thedefinition， the principle and the basis theory of the government procurement， andI concluded that the value of the government procurement goals； The second chapteris the research of the developed government procurement system in other countries， which confirms the value goals above further； the third chapter based on thecurrent situation in China， I find out the problems existing in the governmentprocurement system； Finally， on the premise of government procurement valuepursuit， refering to the advanced experiences of foreign countries， I give somesuggestions to resolve the problems of government procurement in our country， Ihope the suggestions are helpful for the improvement of our government procurementsystem.
