Civil finance has a long history in our country, it has a positive role in promoting theeconomy since it generated. After the founding of new China, our country had beenopposed the civil finance, the civil financial development was inhibited. Although the civilfinance has been rapid development after the reform and opening up, but as its legitimacystatus uncertain, it has long-term alienation from the formal financial. Because thegeneration of civil finance was based on credit foundation, that is destined to itsendogenous risk. But we cannot be scared because of the civil finance risk. The repressivepolicies of our country over the years is not conducive to the development of the civilfinance, is not conducive to social and economic stability too.Therefore, we believe that we should hold a correct view on treating civil finance,and actively play its role in promoting the economy, to prevent its own risk. Stable legalsystem has great significance for economic and social development. A clear legal systemis particularly important for complex, volatile and fragile civil finance. This paperattempts to the civil finance regulation from a legal point of view, so that the regulation ofcivil finance into the national legal system, prosperity financial markets, to promote socialand economic stability and development.This paper is divided into five chapters, the first part is preface, which takes thesocial turbulence about Zhejiang Wu Ying case caused by the illegal fund-raising as thecut-in point to raise the issue of legal system of civil finance. The second part is the firstchapter of the formal text, which emphatically demonstrates the conception of civilfinance and the pros and cons of civil finance. The third section describes the status quo oflegal system about our civil finance. The four sections is the third chapter of the formaltext, which demonstrates and compares the practice of civil finance home and abroadexpecting to find out practical experience to regulate and guide civil finance in our country.The fifth part presents suggestions to improve the legal system of China’s civil finance, in the last part of the article to make specific recommendations from the legal syste m toregulate civil finance in China.
