The deposit insurance system as an important part of financial prevention andcontrol system has played an important role in the prevention and control of theworld’s financial risk and the stability of the financial order. In the environment ofChina’s financial market-oriented reformation, the non-state-owned banks in Chinaemergence suddenly. As an important part of China’s banking system, the rise and fallof the non-state-owned banks is directly related to the stability and prosperity ofChina’s financial markets. Due to the special nature of the non-state-owned banks, thegovernment can not assume all responsibilities when they goes to bankrupt. However,the collapse and bankruptcy risk of them is higher compared to state-owned banks. Inorder to protect the interests of depositors and promote the healthy development ofChina’s financial industry, we need to establish the non-state-owned bank depositinsurance system, which is consistent with China’s national conditions.In the premise of a comprehensive analysis of the characteristics and developmentenvironment of China’s non-state-owned banks, this paper put forward their ownproposals for the building of non-state-owned bank deposit insurance system by thelearning of some extraterritorial experience. The text is divided into four parts; thelogical link of them follows:The first chapter introduced the basic theory of the deposit insurance system,carding for the concept,type, generation and development of the deposit insurancesystem.Chapter II discusses the necessity of the establishment of a deposit insurancesystem of the non-state-owned banks in China, Start with the concept and the nature of the non-state-owned banks, compare the difference between the state-owned banksto prove the necessity of the establishment of the deposit insurance system.Chapter III Designed for the specific system of China’s non-state-owned bankdeposit insurance system, and to this chapter to the whole of the establishment ofnon-state-owned bank deposit insurance system planning.Chapter IV put forwards some suggestions for improvement of the legal system,which is indispensable to the process of the establishment of non-state-owned bankdeposit insurance system by considerations of the overall system of financial lawspecifically.
