Analysis of political culture is an important method of contemporary political analysis. In foreign policy, a country should attach great importance to the political culture of they own and other countries. It’s likely to achieve the basic goal of foreign policy when a country knows its enemy and itself. After the end of the cold war, the United States is the only superpower in the world. The formulation and implementation of American foreign policy have a direct impact on the development and changes of the international relations, and playing an important role on the establishment of international political situation or political order. In addition, after more than30years of reform and opening up, China became the world’s second largest economy, is also an important force in maintaining world peace and development. But the United States has put China as a potential enemy, this is hardly conducive to world peace and development. Therefore, we need to further study on American political culture for exploring the laws of its foreign policy. China should be accord to their own situation to make policy adjustments and together with other countries for world peace, composing a new chapter for international relations.Political culture is a concept which Service the needs of American political development and foreign policy. Some scholars have gave advice to the united states on the issues how to deal with the defeated countries. As a kind of analytical paradigm political culture received extensive attention. Sometimes, domestic and foreign scholars believe that political culture and the civic culture are the same concept. This paper will adopt Gabriel-A-Almond’s concept of political culture, to regard American political culture as a kind of civic culture adapted to modern democracy. There are a lot of excellent research results at home and abroad regarding the culture as a kind of perspective, but there are few articles or books on American civic culture to do in-depth research. It’s difficult for America to form a unified political culture because of American society diversity at present. American citizen culture Presents dual structure characteristics. Therefore, we need to analyze the core values of American civic culture to understand foreign policy in different periods of the United States, as well as the laws and characteristics of foreign policy of foreign policy. Due to American civic culture core values has a fundamental influence on American foreign policy as well as the cohesion of American society. So this article tries to analysis the relations between the core values of American civic culture and its foreign policy from the perspective of theory and reality.This paper consists of five chapters which details will be discussed in the following order one by one:The first chapter is an introduction to the article, which mainly elaborates theoretical and practical significance of this topic, and analyzes the research status at home and abroad to find out the problems existing in the research field and shortage, put forward my own research ideas and innovation.The second chapter mainly expounds the basic situation of the civic culture of the United States. Fist of all, I put the civic culture as the starting point of this paper, and differentiate the core concepts of the civic culture. By analyzing the root causes of American citizen culture and content or characteristics of American citizen culture to do theory foreshadowing for the third chapter and fourth chapter content which are the main body of the paper.The third chapter discusses the core values of American civic culture. Through further analysis of the mainstream ideology, national interests and global strategy which the specific factors that affect U.S. foreign policy and the relationship between the U.S. citizen culture core values. Try to find the restricting factors of American foreign policy and its the essence of the foreign policy.The fourth chapter is mainly the comparative analysis of three typical of the Clinton administration’s humanitarian intervention to clarify the fundamental starting point of the American foreign policy, to find out American citizen culture core values under what circumstances to develop its political functions, and to what extent restrict U.S. foreign policy.The fifth chapter is the summarization of this paper, discussing the relations between American civic culture’s core values and American foreign policy.
