Since The Founding Of New China, The Communist Party Of China To Solve The Livelihood Problems Of Practice And Theoretical Innovation

As the most fundamental issue in the construction of socialist harmonious society,livelihood issues are not only closely related to people’s most direct interests, but alsodetermine stability of the ruling party’s position. Prior to the foundation of new China,serving the people with heart and soul had already been formulated as Communist Party ofChina’s (CPC) ruling purpose by Mao Zedong, highlighting the preliminary arousal of CPC’sideology. After the implementation of reform and opening up, to elevate the people’slivelihood has been the starting point of all works of CPC central committee, wherebydeepening reform occurred in the area of livelihood, in order to let the whole society share thefruit of reform.In this paper, methods such as literature analysis, system analysis and empiricalanalysis were utilized to investigate the explorations and innovations performed by CPC atdifferent times in different contexts, and attempts have also been made to summarizesolutions to livelihood issue and relevant historical experiences, which are divided infollowing four parts:First of all, starting with the concept of livelihood issues, the elaboration of thetheoretical and realistic importance of resolving livelihood problems in the socialistmodernization is made, as well as preliminary analysis of the status quo of livelihood issue bystudying the research done at home and abroad.Secondly, a discourse of Mao’s initial exploration of livelihood issues is made, aneffort to analyze the basic idea of the CPC’s in resolving livelihood problems has also beenmade via examining Mao’s measures to tackle the major livelihood issues.Thirdly, the emphasis of this paper is on the period after reform and opening up.Based on the further explorations of livelihood issues by CPC under the leadership of DengXiaoping, Jiang Zemin, Hu Jintao respectively, the new theories on livelihood are introduced,their achievements in education, employment, etc. are elucidated. This paper is intended touncover the inherent pattern among these new theories through responding theoreticalinnovation and solution. The conclusion is that although great accomplishments have been obtained, thecomplete settlement of the livelihood issues is hardly realized, such as inequality in education,unbalance in labor relations, widening wealth gap and extremely out-of-balance regional andurban-rural developments. Therefore, on the basis of CPC’s practice and innovation inresolving livelihood issues, this paper has systematically analyzed the most imminentlivelihood problems, including education, employment, medical care, pension and housing,and provided responding solution.
