There are of various inner tension in Isaiah Berlin’s political philosophy, and which is particularly illustrated by itself with a test on the relations between political liberalism and pluralism of values. It is obvious that Berlin’s innovative angle of view upon this issue has formed an unique glamour for his political philosophy. Thus, this article is aimed at analyzing and proving the tense relations between political liberalism and pluralism of values by analyzing their connotations that expounded in Berlin’s political philosophy. And the values and meanings of Berlin’s related mentions are expected to be dug out under such a way as well.The section of introduction has pointed out the contradictions and conflicts in the Berlin’s discussion of related issues, and which has supported a thinking on the such issues with entering Berlin’s angle of view. What is emphasized in this section is that several characters that formed by Berlin’s personal temper has effected his academic basic direction and research attitude, and which reveals both where the research interest origins and research purpose of the author.The first chapter has mainly discussed Berlin’s idea of political liberalism. According to hackling the sequence of thought of western ideas of liberalism, the connotation of Berlin’s political liberalism has been gradually analyzed, and what’s more, the essential connotation and meaning of the conceptions of these two kinds of liberalism has been analyzed as well. At the same time, the tension between these two kinds of liberty is explained, and the reason of why Berlin tends to passive liberalism is argued. According to what is mentioned above, the author tries to study and understand the whole frame and structure of political liberalism in Berlin’s ideas on political philosophy.The second chapter has concerned about Berlin’s idea of pluralism of values that launched by dividing the conception of these two kinds of liberalism. This section begins with wholly exposing the essence and connotation of rational monism following Berlin’s basic academic approach, and after which, the discuss and argument on Berlin’s pluralism of values are introduced with methods that from logical proving to factual analyzing. What’s more, the theoretical recourse, essential connotation and basic direction of theory evolution are all illustrated, and the unique value of rational monism in Berlin’s ideas on political philosophy is analyzed as well.According to other scholars’various discussions on political liberalism and pluralism of values, the third chapter has interpreted the inner tension between these two kinds of ideas. The interpretation is based upon the academic circle’s fundamental attitude and opinion of the relation between political liberalism and liberalism of values in Berlin’s political philosophy, and two main academic views that in opposition to each other are divided. As a result of considering these academic differences, and with reconstructing Berlin’s view and basic stand point, a new approach and perspective are provided to deal with these two kinds of ideas.
